Khap Panchayat

-> Are these statements really justifying the image and role of Khap Panchayats?
-> Do metro residents, so called intellectual person & so called human right activist etc really know anything about Khap Panchayats? If not than why they made hard comments?
-> I vouch on this that most of these guys heard this tern “Khap Panchayat” first time by media itself.

Who are Jats?
1. Mahabharata: In the Mahabharata Jats are mentioned ‘Jartas’ in ‘Karna Parva’
2. Rig Veda: Over sixty clans are named in the Rig Veda.
3. The famous Sanskrit scholar Panini (traditionally dated 520-460 BCE, with estimates ranging from the 7th to 4th centuries BCE) has mentioned in his Sanskrit grammar known as [Astadhyayi] in the form of shloka.
4. Hun was defeated by Jats under leadership of Yashodharman
5. Famous British historian (who established Mathura museum) has wrote book about Jats. ‘Jats of India’ by F S Growse.

Jats is just not a caste, but this word represents a kind of people who lived from Malwa to Pakistan. Hindu Jats, Sikh Jats etc. Jats have origin Indo-Aryan and Indo-Scythian.

Where are Jats?
Jats lived in very long geographically area from Malwa to Pakistan. Hindu Jats which have social administration systems (Khap) live in Uttar Pradesh, Haryana, and Rajasthan.

What is Khap?
Jats caste systems socially divided in Gotra, Vansh etc. Similarly it is divided demographically. It is social distribution of Jat caste. It has Khap and Sarv Khap. In literal mean Panchayat system for one demographic area for Jat people. Khap has very ancient history and this word suppose to be origin from Saka word Satrapy / Khatrapy [an area inhabited by particular clan].

Khap was defined as group of 84 villages. This unit of measure is found as far back as the Saka migrations / invasions circa 500 BC. The concept of Khap is mentioned in Rig Veda also [circa 2500 BC].

The Sarv Khap Panchayat is superior of all Khaps.The individual Khaps would elect leaders who would send delegates, who would represent the Khaps at the Sarv Khap level. It was a political organization, composed of all the clans, communities, and castes in the region.

Functioning of Khaps
The ancient Kshatriya have always organized themselves into clans or under Panchayat system; both typically Aryan. A clan was based on one large gotra or a number of closely related gotras under one elected leader whose word was law. Mutual quarrels of any intensity could be settled under his orders. In time of danger, the whole clan rallied under the banner of the leader.

The Panchayat system is territorial and highly democratic. Every village has its own Panchayat. Whenever there is a problem or dispute in the village, a gathering of the Panchayat is called for every member of the village has a right to attend, express his views and vote for or against a proposal. The maximum available people normally attend. There are no elected or nominated Panchayat officials. Nevertheless, some persons, by virtue of their wisdom and eloquence, are automatically accepted as Panches, (one of the five) and their views are heard and respected. While elders discuss a problem it is customary for younger people not to speak but sit and listen. All decisions are taken after open-hearing, full and voluntary expression of views and consensus vote. Even if one of the contending parties considers the Panchayat decision unfair it is accepted and complied with without question.

A number of villages grouped themselves into a Gohand (corresponding to the present Thana area); a number of Gohands formed a ‘Khap’ (covering an area equal to from a Tehsil to a District and a number of Khaps formed a 'Sarva Khap' embracing a full province or state.

The right of attendance and expression was open to every one, whatever the level of the Panchayat. Generally, however, selected - representatives of the villages attended Panchayats of the 'Gohand' and higher level. Leaders were elected and appointed at 'Khap' and 'Sarva Khap' level that maintained records of decisions and had the authority to call an assembly.
Sarv Khaps played political role is that kingdom. Few of well know occasions are following when armies and funds were marshaled under aegis of Sarv Khap.

-> The battle at the confluence of Hindan and Kali river against Ala ud din Khilji in the 13th Century AD
-> The Battle against attack of Timur in 1398 AD

Current Scenario & Role of Khap / Sarv Khap
-> As citizen of Democratic Republic of India, everyone ought to follow Indian rules & regulations.
-> Panchayats, Khap, and any social body ought to follow Indian constitution
-> Panchayat, Khap, and other social body can act and practice to resolve social issue for society betterment within Indian constitution limit.

To Government:
. Panchayats, Khap, Sarv Khap and other social system bodies are representing mass of people. And every citizen has right to convey its voice to government. Indian government of the people, by the people, for the people. So government bodies suppose to consider voice of people.
. If khap (and any other social body) is raising some issue in favour of mass of people than why it is not considered?
. Does government remember about Mr. M K Gandhi’s Panchayat raj?

3 Idiots

Yes, it is true; there are at least these three idiots in current cabinet. These three persons represent / represented very important positions / chairs in government. Indian citizen gave mandate to current ruling parties’ alliance and hoped that India’s future will be in safe and experienced hands. These three persons represent important positions / department in the same government. We (Indian citizens) are disappointed by these representatives and their statements.

Current ruling government is working as per our expectation or not; it is separate debatable issue. Let’s talk about these 3 idiots first.

(serving as Minister of Agriculture, consumer affairs, Food and Public Distribution)
N number of senseless statements made hype / panic in common market; which results over estimated price rises of grain & commodities. One thing should very much concern here is that whether there is real situation present or it was hyped due to senseless statements by our minister. If it was fumed due to his statements, than what was corrective measures taken care by his boss, our Prime minister?

Current statement on China industry shows foresight and nerve status of minister. Earlier also he has given controversial statement on Brahmaputra river water share with China. Another statement also needs to mention here was about Cheetah habitation plan in India & related controversies.
Where were Mrs. Maneka Gandhi & other animal activist, when Mr. Jairam was posing with color tighten (so called pet) Cheetah

It is better I should not write about him. He already made so much blunders that there is no need to write more about him. We can not forget his special intellectual & special English grammar usage comments on Pak dialogue in Sharm-al-Shekh; Comments on Arunachal, Laddakh & China. List is too long to write here.


Few basic questions occur here:
=>Why they made statement bigger than their images / responsibilities?
=>What is roll & control of prime minister on these maverick ministers?
=>Are these ministers trying to make their images larger than size to do some other kind of politics?
=>Are these minister require retirement or some medical treatment/


There should be retirement age for all politicians and there should be regular medical check-up (physical / mental / psychological) after age of 45 till retirement (until age of 58yrs).

Sharkskin analysis: Naxalbari to Wewelsburg

It was 1967, when Communist Party of India (Marxist) won a good number of seats (~5% vote) in assembly elections and decided to part of government. Chief misters of Kerala and Bengal (Mr. EMS Namboodiripad and Mr. Ajoy Mukherjee) was their own / supported candidates.

The Great Proletarian Cultural Revolution of China was a violent mass movement that resulted in social, political, and economic upheaval in the People’s Republic of China. Mao Zedong (Mao Tse-tung) had launched this movement. According to Mao Tse-tung liberal middle class elements were permeating they party and society at large and they want to restore capitalism. Mao insisted that these elements (liberal middle class) should be removed through evolutionary violent class struggle. Mao used China’s youth for this purpose and formed Red Guard group.

1967, communist party won good number of seats in assembly election. A section of leaders (particularly from West Bengal, Orissa, AP & Kerala) opposed the idea. They were influenced with Mao’s revolution and ideology. The government did not last long. A period of uncertainty began. The leaders who were opposing formation of government found this as victory of their thoughts. They were all ready to go with line shown by China that time. Finally it happened. Kannu Sanyal and Jangal santhal initiate a voice from Brngal. Nagbhushan Patnaik (Orissa), Ganpat Patro (Orissa), Vempatapu Satyam (A.P), Panchadi Krishnamurthy (A.P), Kunnikal Narayan (Kerala), Daughter Ajitha (Kerala) also run similar movement in respective states. Most of leaders went underground and some were jailed.

1969 election, CPI (M) & allies were swept. In 1969, May Day Kanu Sanyal announced the birth of a new party CPI (Marxist-Leninist), in Calculla. Kanu Sanyal . Calcullta was in Red those days. City was flooded with Maoist literature. Presidency College was the hub of student activism. Che Guevera beard and Jhola were trademark. Students were keep disappearing from colleges those days. They become part of the movement. “Class enemies” was an often seen phrase.

Early 1970 was truculent period of this movement “armed revolution’. “People’s Court” gave summary judgments. Landlords, rich men moved to bigger & safer cities. Pockets of “liberated areas” sprung up.

This was also the period when the State used its heavy hand the heaviest way. "Encounters" became the order of the day in West Bengal, Andhra Pradesh and Orissa. Meanwhile, the movement also antagonised many sections of society since innocent policemen and their families were targeted. For some, Naxalism was also a handy tool to settle old scores.

Sooner or later naxalite leaders were in jail for long term and naxalism become weaker. According to that time leaders Naxalism was raised due to socio-economic inequity, political corruption, mounting unemployment and rising prices.

Current scenario
Naxalism is becoming a violent movement against government machinery. Leader of current naxalism are miss leading unemployed civilian of undeveloped areas. These young civilian are choosing this ultra movement to
1. To settle own scores,
2. Earning
3. Influence by collogues, friend
4. To settle own issues with landlord, rich people, government
5. Illiteracy

Current leaders are spoofing innocent tribal, poor and remote villagers to fulfill their own ambitions. This movement is becoming an ultra (like terrorism) movement. These rebels are using sophisticated weapons; they have their own cores, grade systems etc.

Today there is no defined separation between naxalite groups. These are working under one umbrella. Orissa, Chhattisgarh, AP, Bengal, Jharkhand belt is most affected belt of this problem.

Social:
Difference between rich and poor is increasing. Just imagine and compare between a family who is living in metro and a family who is living in a village in any village of this area.
Political parties are doing politics on basis of cast, creeds, bla bla bla… it provoke a particular section of society to react.
Amateur resistance and support to anti naxal parties / group. Salwa Judum, Ranveer Sena was amateur and insufficient resistance for Naxalites. These kinds of movements have given chance to Naxalite as net practice and they become stronger.

Economical:
The naxal affected belt is poor w.r.t. agriculture and development. Due to less productivity and increasing population, resources have become insufficient. Result: Poverty, un-satisfaction, illiteracy

International:
Economics reformation has give develop countries in various fields. All metros and major areas have become bigger and prosperous. Compare Bangalore 20 years before and today. Cities like NOIDA, Hyderabad, Pune and Gurgaon have become hotspot. Government has also promoted industrialization. Everything is going good. But what about these states (Naxal affected areas). Did they get anything? I think, no or very nominal.

China, who is finding India as biggest competitor become worry with India’s growth. Internal disturbances, uncertainty, government resource utilization to tackle these kinds of problem, all are in favor of China. By this he can divert our growth path. He started support these ultra movement followers.

On Technical ground:
Communism is mo more popular in its own origin countries, than why it is upcoming in India. Is it communism or any form of communism? I do not think so. It is just a barbarism.

These ultra movement followers are not raising their concerns on political forum. Why? Are their leader fulfilling theirs own ambitions?

Actual solution for this problem (and for this movement was started) to give fair part of growth to people of this area also. This area should also be developed. The people of this area should live their life with prosperity. But if these people (naxalite) will keep this area as disturbed area than how development (either government or public/private) possible?

Few Questions to Naxal movement followers:
• Are you really following actual naxal movement?
• Do you really want this area develop?
• Do you really want pride and prosperity for people of this area?
• Do you think by demolishing government properties / systems, you can come up with any solution?
• Do you really want solution of this problem?

Few Questions to Govenrment agencies:
• Noida: Land rate 84 lac / acre
Chhattisgarh: land rate 50 thousand / acre
Why?
• Noida, Delhi, Jaipur, Chandigarh, Mumbai, Pune, Hyderabad, Gurgaon
Do you name similar city in this area?
• How many women representing in assembly from this region?
• Do you have any reservation policy based on economical ground?

This violent movement which was begun from Naxalbari is going toward Wewelsburg; and Wewelsburg will down soon.

Foreign Education Bill

Foreign Universities in India


One thing is very sure that foreign education bill will make education systems as corporate system. Fundamental right of education will become costlier, specially for medium income group Indians.


Few facts about current private institutions:

  • Quality of education is poor with compare to government professional institutes.
  • Professional course aspirants still want to join government institutions like, IIT, NIT, IIM, and IHT etc
  • Private institute / universities are running by business man as education factories
  • Private institutes have lack of facilities
  • Private institutes have lack of qualified faculties.
  • It is difficult to get admission in regular BSc, BCom admission in old established good college / university with compare to Engineering / professional college.
  • Engineering institutes are charging fee arpox 1 lac per annum or more.
  • Private business schools are charging fee arpox 5 -15 lac per course.


Fact which will come after foreign institutions

  • Education systems will become 3-4 folds costlier at least.
  • These universities will run their courses in India on self franchise / extension / chain of school basis.
  • Harvard, Cambridge, MIT etc are only one. In fact in own country they are single entity. They run their university with brand value. University of California at Santa Clara, University of California at Las Angels, like that. But there is only one University of California and other are “@”.
  • It is like AMU @ Kishanganj or BITS @ Jaipur or Banasthali University @ Jaipur.
  • [These are correct details. Originally AMU is in Aligarh. BITS in Pilani and Banasthali Nivai (near Jaipur)] [above stated are its extension / campus / in respective cities]
  • They will acquire lots of land; again it will be agricultural land. AS usual government will give them these lands either without cost or nominal cost.


My questions to HRD minster are very simple & straight


  • Why are you not improving current institutions infrastructures?
  • There are many government polytechnics and ITI institutes with lots of land, building and infrastructure. Why are you not upgrading them to engineering college?
  • Why are you not controlling the quality of education deliverable in all government / private institutions?
  • What are long term programs to attract good faculty?
  • What are the research promotion programmes?

Why are you too much keen to invite foreign university in our countries? Let it be reciprocal. Let our institute go outside.


The End of the Circle

Every circle has end point as its start point. It is rule to draw a Circle. It seems Indian politics is following same rule.

Democracy defines the role of opposition as powerful as ruling party. That is why we can distinguish meta of democracy and dictatorship. On meta level one person / body has ruling power (or most of the power) in it’s hand in dictatorship. And oppositely democracy defines the power in each individual who represent Indian in parliament.

Every morning you see news and come to know that ruling party is bullying on opposition. Power of politics is going to one person, more and more day by day. Sonia Gandhi is becoming super power in Indian politics. It is accepted fact that every individual / department / ministry takes OREDER from her. I shame to say but it is also untold fact that our Prime Minister also run on her ORDER.

The word “High Command” or “High Kaman” or whatever reminds me “Fuehrer”.

I asked many question every morning to myself. Am I living in world largest Democratic country or somewhere else? There is one saying in Hindi “Jaisse Hukum waisse hukmuran” (Subordinate follows officer acts). Ministers, congress party representative and politician is acting and stating like “Chhutta Sand” (Maverick). It seems that no one is there to control them.

On cheap political level, most of politicians are doing dirty acts / statements. That we all (Indian) knows. We are aware of clan, anatomy and behavior of politicians.

As this blog headline says that it is the end of full circle. Our politics is going towards dictatorship (one ruler act) and strange is that this dictator is elected by ourselves. We elected our leaders to represent our constituency in parliament but you all know what they are doing.

I am rising following question for your thought.
When our ministers got sense of responsibility?
In every service there is annual evaluation for employee. Why there is no evaluation for our representative every year.
Why there is no retirement age in politics?
Why there is no psychologist counseling to all ill politician (you know what I mean to say)?

Rahul Gandhi, is he really charismatic leader?

Rahul Gandhi, projected leader of Indian.

He is smart, intelligent, observer, strategic analyzer & good manager. He belongs to influential family. He is one of the eligible candidates for Indian leadership.
Who made Rahul Gandhi as “Rahul Gandhi, a leader of Indian”?

  • Influential family background
  • Support of ruling party
  • Use of government machinery on public expenses
  • Extra ordinary attention by opposition parties
  • Media over coverage
  • His own qualities

As a neutral observer I found Rahul has smartly learnt Indian politics, sociology and common men psychology for last few years. He applied his effective intelligence to utilize situation & use this situation in his favor. He smartly uses government machinery and resources for his projection.

  • Does he use government & public resources as Individual?
  • Does he use government & public resources as general secretary of a political party?
  • In both cases, does anyone deserve to utilize public money for personal benefits?

Let’s discuss about each point.
Influential family background
Since independence (pre independence too) this family been as one of the leading player in Indian politics. Family contributions, emotional attachment towards this family, and longest governing family are basically main factors. These things are paying automatically to Rahul Gandhi.

Support of ruling party
Congress ruled longest time and still ruling so advantages are always there. Use of government machinery, public resource and official support always a added advantage for any activity done by Rahul Gandhi

Use of government machinery on public expenses
For every activity police, government media, public media, official, etc all kind of public resources are used by Rahul Gandhi. These kinds of favors make every activity successful and extravaganza. And common men woo by effect of that successful activities. People flow with wow factor.

Extra ordinary attention by opposition political parties
For every activity, opposition makes un-necessary noise, whether applicable or not. But at result it is blind benefit to Rahul and his acts. And Rahul is smart enough to utilize this. This time I remember a story by Anton Chekov (one couple used to talk about his neighbor all the time and few time after his wife run away with neighbor). Unnecessary and extraordinary opposition for each and every activity make that activity great (whether it is great or ordinary).

Media Over coverage
Similarly due to extraordinary opposition by opposition parties give chance to show that activity on media almost all time. Common men believe blindly on media (whatever he is reading, listening and watching on media). My question here is that “Is everything, which we are getting from media is unbiased, uninfluenced or unfabricated?

His own qualities
Rahul is smart, strategic player, good analyzer and one of the deserving candidates. He has its own capabilities & qualities to lead India.


These are my neutral thoughts about Rahul Gandhi.
